Sri Lanka major opposition United National Party (UNP) sources said that the party is rapidly shifting from its earlier stance of federalism as a solution to the ethnic issue to propose a state reform that strengthens the Provincial Councils.

Sources say that discussions are underway aimed at the policy shift to go with the current context. It is reported that the UNP is also re-considering the 2002 ceasefire agreement signed between the government and the Tamil Tigers   under the then UNP government.

UNP agreed with the LTTE at discussions held in Oslo in 2001 that the solution for the ethnic problem should be base on federalism.
