Prorogation hampering parliament business - DEW

Prorogation is no doubt hampering the parliamentary business but nobody could blame President Mahinda Rajapaksa for the present prorogation as it is a prerogative vested with the Head of State by the Constitution, Constitutional Affairs and National Integration Minister D.E.W.Gunasekara said.
